This petition seeks enforcement of an order of the National Labor Relations Board which requires respondent to cease and desist from its refusal to bargain collective!y with the International Association of Machinists, AFL-CIO, and from instituting changes in the terms and conditions of employment without first bargaining with the union. Broadly stated, the issue before this Court is whether there is substantial evidence to support enforcement of the Board’s order. 1
