On this appeal by Dateline Builders, Inc. (Builders) from a judgment 1 in favor of the City of Santa Rosa (City), the major question is whether the City was required to connect its existing sewer trunk line to Builders’ proposed “leap frog” housing development beyond the City’s boundaries.
