This matter comes before this Court on three separate motions: (1) Federal Defendants’ Motion [25] to Dismiss, or in the Alternative, for Summary Judgment; (2) Defendant Kator’s Motion [20] to Dismiss; and (3) Federal Defendants’ Motion [23] to Unseal.
