In Anderson v. United States Sec’y of Agric., 30 CIT _, 462 F. Supp. 2d 1333 (2006) (“Anderson F)1, the court remanded an initial determination from the United States Department of Agriculture (“USDA”) denying Plaintiff’s application for Trade Adjustment Assistance (“TAA”) on the basis of the agency’s summary conclusion that Mr. Anderson’s net fishing income had not declined during the 2000 to 2003 time period.
