This action involves two related federal grant agreements between plaintiff, County of Suffolk, New York (Suffolk), and the Environmental Protection Agency (EPA), entered pursuant to the Federal Water Pollution Control Act (FWPCA), 33 U.S.C. § 1251 et seq. The grants cover the design and construction of a public waste water treatment facility known as the Suffolk County Southwest Sewer District No. 3.
