Relators, Dennis J. Carberry III, Anthony J. Cantagallo, Kenneth H. Misc.er, Jill P. Carberry, and Karen L. Flack, are residents, taxpayers, and registered voters of respondent, city of Ashtabula, Ohio, who formed a committee to circulate a petition to amend the Ashtabula Charter.
