MEMORANDUM OPINION

Plaintiff Charles M. Bagenstose (“plaintiff’) is a former teacher who has spent much of the last decade challenging before District of Columbia administrative bodies and courts the allegedly discriminatory and retaliatory actions that preceded the end of his teaching career in the District of Columbia Public School System. After those challenges proved unsuccessful, Ba-genstose filed a two-count pro se complaint in this court against the District of Columbia (“the District”) and the U.S. Equal Employment Opportunity Commission (“EEOC”).…
