This action is brought by the Orange County Water District, a public corporation, created and existing under a California statute (Stats. 1933, ch. 924, p. 2400), as from time to time amended. This district is invested with broad powers affecting the water supply for the area within its exterior boundaries—an area wholly within Orange County, but which, as now extended, contains inter alia the cities of Fullerton, Anaheim, Orange, Santa Ana and Huntington Beach.
