Pro se petitioner Leopold Siao-Pao (“Siao-Pao”) seeks a writ of habeas corpus pursuant to 28 U.S.C. § 2254, in connection with his denial of parole on August 27, 2003 by the New York State Parole Board (the “Parole Board”).
