This is a case about federalism. It concerns the respect that federal courts owe the States and the States’ procedural rules when reviewing the claims of state prisoners in federal habeas corpus.

A Buchanan County, Virginia, jury convicted Roger Keith Coleman of rape and capital murder and fixed the sentence at *727death for the murder. The trial court imposed the death sentence, and the Virginia Supreme Court affirmed both the convictions and the sentence. Coleman v. Commonwealth, 226 Va. 31, 307 S. E. 2d 864 (1983). This Court denied cer-tiorari. 465 U. S. 1109 (1984).
