The county and intervenors separately appeal from summary judgment ordering the issuance o| a spmal-permitted-jise permit and a planned-unit-development permit to plaintiff for a campground. We reverse and remand. -

Plaintiff is the owner of a 106-acre farm, adjacent to Nokay Lake, in Nokay Lake Township, Crow Wing County.
