The State of California and its State Water Resources Control Board appeal from judgment for the United States, entered by the District Court for the Eastern District of California. The opinion and judgment of that court was reported in United States v. State of California, E.D. Cal., 1975, 403 F.Supp. 874. The judgment of the district court appears at 403 F.Supp. 902-03.
