Plaintiff County of Trinity filed this action for injunctive relief on June 24, 1977, alleging that the planned operation of the Trinity River Division of the Central Valley Project in response to the 1976-1977 California drought is in violation of federal law. The action arises under the Act of August 12, 1955, entitled Central Valley Project— Trinity River Division (“Trinity Act”), Pub.
