This is an action to enjoin the issuance and sale of state bonds to the extent of $2,096,500 under authority of Chapter 126, Laws of 1929, and Chapter 186, Laws of 1931.

Chapter 126 was passed by the legislature, approved by the governor, and ratified by the people at the general biennial election held on November 4, 1930. Section 1 of the Act authorizes and empowers the legislative assembly to direct the state board of examiners to issue bonds in an amount not exceeding $3,000,000 for the purpose of constructing, repairing and equipping necessary buildings, acquiring necessary grounds, and…
