SULLIVAN, Judge:

During August 1987, the accused was tried by a general court-martial composed of a military judge sitting alone at Pope Air Force Base, North Carolina. Contrary to his pleas, he was found guilty of wrongfully using cocaine and being incapacitated for duty, in violation of Articles 112a and 134, Uniform Code of Military Justice, 10 USC §§ 912a and 934, respectively. He was sentenced to a dishonorable discharge, confinement for 8 months, total forfeitures, and reduction to the lowest enlisted grade. On December 7, 1987, the convening authority approved the…
