OPINION
PREGERSON, Circuit Judge.
Los Angeles County and Thomas Garth-waite, Director and Chief Medical Officer of Los Angeles County’s Department of Health Services, (the County) plan to reduce the County’s health care spending by closing Rancho Los Amigos National Rehabilitation Center (Rancho). Rancho is a County hospital dedicated primarily to providing inpatient and outpatient rehabilitative care to disabled individuals.
