The plaintiff commenced this action against the defendants, who, at the time of the commencement thereof, constituted the Board of State Harbor Commissioners, having control of the harbor of San Francisco, whereby he sought an injunction preventing the said Board from terminating his occupancy of certain space or premises within the Ferry Building, a state structure upon the waterfront of the city and county of San Francisco, under the control of said Board, and from leasing, letting, or setting apart said space or premises to any other person or from interfering with the said plaintiff’s…
