Appellants herein are taxpayers of the City and County of San Francisco (hereafter referred to as the City). They sought a declaratory judgment voiding two contracts between the City and the San Francisco Redevelopment Agency (hereafter the Agency). These contracts dealt with the construction and subsequent leasing of the Yerba Buena Center (hereafter YBC or the project).
