The United States appeals from a judgment of the United States District Court for the Western District of New York, John T. Elfvin, Judge, dismissing the indictment against defendant David Lawson on the ground that, by transferring Lawson— then a state prisoner — back and forth between state and federal custody numerous times before Lawson was tried on federal charges, the government violated Lawson’s rights under the Interstate Agreement on Detainers Act (“IAD”), 18 U.S.C.
