HOLLAND, Chief Judge.

The plaintiff, Uallen Carriere (hereinafter “Carriere”), a Louisiana resident, was injured when he was struck by a beam that fell from a crane. The accident occurred on August 27, 1989, while Carriere was working at the Red Dog Mine project near Kotzebue, Alaska. The engine that powered the crane failed when it ingested some contaminated fuel. The engine failure caused the beam to fall and strike Carriere.
