A. Facts Relevant to the First Complaint.

On March 22, 2004, the United States Air Force (“USAF”) awarded a fixed-price contract, FA8621-04-D-6250 (“Contract”), in the amount of $3,000,000, to Guy Parker d/b/a Parker International (“Plaintiff’). See First Compl. Ref. Doc. at 1, 3, 17.
