This case involves the claim of Plaintiff, SUFI Network Services, Inc. (“SUFI”) for attorneys’ fees, expenses and interest following litigation before the Armed Services Board of Contract Appeals (“ASBCA”). The dispute arises from SUFI’s April 26, 1996 task order contract with the U.S. Air Force Non-Appropriated Funds Purchasing Office (“AFNAFPO”) to provide telephone service in the lodging rooms on Air Force bases in Germany.
