MURRAY, Chief Justice.

This suit was instituted by the City of San Antonio, a municipal corporation, organized and existing under the laws of the State of Texas as a home rule city, against Bexar County, a political subdivision of the State of Texas, to recover the sum of $285.-92, for sewer charges rendered against certain properties belonging to the County which are used exclusively for public purposes and are connected with the City’s sewerage system.
