Eighteen municipalities1 sued Exxon Mobil Corporation, BP America, Inc., and Cono-coPhillips Corporation for violating federal antitrust laws by agreeing to fix prices. The plaintiffs have moved for leave to amend the second supplemental complaint to add Shell Oil Company (“Shell”) as a defendant, to add five municipalities as plaintiffs,2 to clarify their allegation regarding the defendants’ control of natural gas production, and to delete unnecessary allegations.
