This contract case is before the Court on the Plaintiffs Motion for Summary Judgment on the Issue of Liability. The Court has jurisdiction over the subject matter of this suit under the Tucker Act, 28 U.S.C. § 1491 (2000). Plaintiff H.N. Wood Products, Inc. (“Plaintiff’ or “H.N.
