OPINION

HALBROOKS, Judge.

Appellants’ son, an officer of the St. Louis Park Police Department, was found dead in his patrol car while on duty one evening. The Hennepin County Medical Examiner’s Office ruled the death a suicide, which was reflected on the death certificate. Appellants, who disagree about the manner of their son’s death, brought a declaratory-judgment action against respondents City of St. Louis Park, St. Louis Park Police Department, Hennepin County, Hennepin County Sheriffs Office, and Hennepin County Medical Examiner’s Office, seeking to compel the medical examiner to amend…
