The merchandise involved in this case is pruning shears. The uncontroverted evidence is that they are used exclusively for pruning vineyards and orchards. There are also parts of such shears which, while not described in the evidence, from the papers in the case seem to consist of blades, bolts, and nuts. We assume for the purpose of decision that these blades, bolts, and nuts are entitled to the same classification as the pruning shears, if such shears are entitled to free entry, because there seems to be no controversy made on this question.
