DECISION AND ORDER
ADELMAN, District Judge.
Plaintiff Steven Samuel applied for social security disability benefits, claiming that he was unable to work due to low back and neck pain, shoulder and elbow injuries, and depression. His application was denied initially and on reconsideration. Plaintiff sought and obtained a hearing before an Administrative Law Judge (“ALJ”), but the ALJ also concluded that he was not disabled. The Appeals Council denied plaintiffs request for review, and the ALJ’s decision thus became the final decision of the Commissioner of the Social Security Administration.
