Donna J. Clifford applied for supplemental security income (“SSI”) under Title XVI of the Social Security Act, 42 U.S.C. §§ 1381 et seq., alleging a disability resulting from high blood pressure, depression, double vision, arthritis in her legs, pain in her hands, and back and nerve problems. Clifford’s claim was denied initially, upon reconsideration, and after a hearing before an Administrative Law Judge (“ALJ”).
