This is a review of a published decision of the court of appeals, State v. Santiago, 198 Wis. 2d 82, 542 N.W.2d 466 (Ct. App. 1995), reversing a judgment of the Circuit Court for Milwaukee County, John A. Franke and Lee E. Wells, Judges. The defendant, Carlos Santiago, was convicted on entry of a guilty plea to the charge of possession of a controlled substance with intent to deliver contrary to Wis. Stat. §§ 161.14(4)(t) and 161.41(lm)(h) (1991-92).
