OPINION
COMPTON, Justice.
James D. Hester appeals the denial of his claim for occupational disability benefits under the Public Employees’ Retirement System (PERS). Hester served as the chief of police in Skagway and then in North Pole, Alaska. He resigned in 1985 as a result of the disabling symptoms of Crohn’s disease, a chronic inflammatory bowel ailment, from which he suffers. In his application for occupational disability benefits, Hester did not claim that his work caused the disease.
