In this lawyer disciplinary proceeding, the Oregon State Bar (Bar) filed a complaint against lawyer Barbara Ann Recker (the accused) on May 4, 1988, and an amended complaint on April 26, 1989, alleging neglect of legal matters entrusted to her by two clients, intentional failure to carry out a contract of employment entered into with a client for professional services, engaging in conduct involving dishonesty, fraud, deceit or misrepresentation, and failure to cooperate with disciplinary investigations.
