OPINION REGARDING DEFENDANTS’ MOTION FOR SUMMARY JUDGMENT

I. Introduction
This case involves allegations by Raymond G. Cooper, Jr. (“Plaintiff’) of workplace retaliation and loss of a promotion in violation of 42 U.S.C. § 1983 and the New Jersey Conscientious Employee Protection Act, N.J.S.A. 34:19-1 et seq.
