This suit arises under the Education of the Handicapped Act, 20 U.S.C. §§ 1401-1461 (1982 & Supp.1987) (the “EHA” or “Act”), and it was precipitated by a dispute between the parents of Anika Cox and the District of Columbia Public Schools (“DCPS”) over Anika’s special education placement during 1985-86.
