This appeal involves a dispute over the appropriate educational placement for Brandon Leonard under the Education for All Handicapped Children Act, 20 U.S.C. §§ 1401-1461 (1982 & Supp.1986) (“EAH-CA” or “the Act”). Before the District Court, appellants challenged a hearing officer’s determination that the Prospect Learning Center in Washington, D.C. was the appropriate placement for Brandon.
