The sole issue in this workers’ compensation appeal is whether benefits under General Statutes § 31-308a, 1 which provides “additional compensation benefits for . . . partial permanent disability” resulting in a “loss of earnings” but which additional compensation cannot “exceed . . . the duration of the employee’s permanent partial disability benefits” (disability bene fits), may be awarded on the basis of a previous disability 2 if that disability is a substantial cause of a claimant’s loss of earning capacity following a subsequent injury resulting in further disability.
