Plaintiff, who was employed in 1997 as a staff attorney at the Department of Health and Human Services’ (“HHS”) Departmental Appeals Board (“DAB”), has filed a pro se reverse gender discrimination suit against his employer, 1 alleging his non-selection for promotion to Chief of the DAB’s Civil Remedies Division (“CRD”) violated Title VII of the Civil Rights Act of 1964, as amended, 42 U.S.C. § 2000e et seq.
