Ulrich Bader filed a petition under the International Child Abduction Remedies Act (“ICARA”), 42 U.S.C. §§ 11601 et seq., seeking the return of his daughter (“C.J.B.”) to Germany. Bader alleged that his ex-wife, Sonja Kramer, violated the Hague Convention on Civil Aspects of Child Abduction (“Hague Convention”), Oct. 25, 1980, T.I.A.S.
