OPINION
KING, Circuit Judge:
William Miller (“Miller”) appeals from the decision rendered against him in the Western District of North Carolina ordering the return of his infant children to Canada in the custody of their mother, Doris Miller (“Ms.Miller”). See Memorandum and Order of November 4,1999 (“District Court Order”).
