When a parent flees to another country with a child in contraventipn of the other parent’s custody rights, the Hague Convention on the Civil Aspects of International Child Abduction (the “Hague Convention”), Oct. 25, 1980, T.I.A.S. No. 11,670, 19 I.L.M. 1501, generally requires the child’s immediate return so that custody rights can be determined in the child’s country of habitual residence.
