EDMONDSON, Circuit Judge:
Bettina Srour Bekier asks this court to determine whether a child born in France, removed to Israel by his father, and then removed to France and the United States by his mother should be returned to Israel with his father. The Hague Convention on the Civil Aspects of International Child Abduction, Oct. 25, 1980, T.I.A.S. No. 11670, 19 I.L.M. 1501 codified at 42 U.S.C. § 11601 et seq, [hereinafter “Hague Convention”], would govern this inquiry. 1 But first we must be sure that we have a live case or controversy before us.
