Ulrich Bader filed this petition under the International Child Abduction Remedies Act (“ICARA”), 42 U.S.C. §§ 11601 et seq., seeking the return of his daughter (“C.J.B.”) to Germany. Bader alleged that his ex-wife, Sonja Kramer, violated the Hague Convention on Civil Aspects of International Child Abduction (“Hague Convention”), Oct. 25, 1980, T.I.A.S.
