The principal issue in this appeal is whether an attorney may sign and issue a citation1 in *543an administrative appeal in which he is a party plaintiff. The ten original plaintiffs,2 who are individual property owners in Bethany, filed an administrative appeal in Superior Court to challenge the action of the defendant inland wetlands commission of the town of Bethany (commission) granting the application of DJM Development Corporation (DJM) for a permit for a subdivision.3 See General Statutes § 22a-42a (c) and (d).
