Heslin, the Connecticut Commissioner of Consumer Protection (commissioner), issued to attorneys suspected of engaging in deceptive trade practices, exceeds the commissioner’s statutory authority and unlawfully exercises a power vested by the constitution of Connecticut exclusively with the state judiciary.
