WINFREE, Justice.

I. INTRODUCTION

An airline employee filed. a complaint with the Alaska State Commission for Human Rights, alleging employment discrimination based on his race. The Commission initiated an investigation as required by statute. After the investigation the Commission concluded that the employee's racial discrimination allegations were not supported by substantial evidence, and the Commission dismissed the complaint without holding a hearing.
