MEMORANDUM OPINION AND ORDER

NORDBERG, District Judge.

This matter is before the Court on plaintiffs’ motion for a preliminary injunction. Over several weeks in late 1983 and early 1984, a preliminary injunction hearing was held on plaintiffs’ motion. Subsequently, the parties filed extensive post-hearing briefs.
