The District Court for the Eastern District of Pennsylvania, after parallel trials of separate actions 1 filed *365in 1970, entered an order in 1973 requiring petitioners “to submit to [the District] Court for its approval a comprehensive program for improving the handling of citizen complaints alleging police misconduct” in accordance with a comprehensive opinion filed together with the order.
