Plaintiffs Donald M and Annette M, citizens of the Commonwealth of Massachusetts, have brought this 42 U.S.C. § 1983 action against various officials of the Massachusetts Department of Social Services (the “DSS”), officials of the Chelsea Memorial Health Care Center of Massachusetts General Hospital, and Massachusetts General Hospital (“MGH”) as an agent of the DSS.
