The Iron Range Resources and Rehabilitation Commission (hereinafter called IRRC) was created by the legislature some years ago for the purpose of attempting to rehabilitate the northeastern part of Minnesota by encouraging new industry, reviving the industry that had lagged or been phased out, and encouraging the use of depleted or unused natural resources.
