Petitioner is employed by the District of Columbia Public Schools in an administrative capacity with the Department of English. She seeks review of a personnel action which transferred her from the temporary position of “Supervising Director” to the permanent position of “Assistant Director.” Petitioner contends that the action was in violation of the agreement between the Board of Education and the Council of School Officers, the Rules of the Board of Education, and the District of Columbia Administrative Procedure Act.
